Local Emergency Management Coordinator Resources

Welcome to the resource page for Local Emergency Management Coordinators, or "Local EMCs."

Lancaster County is made up of 60 municipalities. Each municipality has an appointed local emergency management coordinator (EMC), who is responsible for emergency and disaster planning initiatives within the municipality. Local EMC credentialing requirements are established by PEMA Directive 2022-02, and the FEMA National Qualification System (NQS). More information about the roles, responsibilities, and authority of local EMCs can be found in PA Title 35

This page is designed to provide resources for local EMCs.
