Local Emergency Management Coordinators

Lancaster County is made up of 60 municipalities. Each municipality has an appointed local emergency management coordinator (EMC), who is responsible for emergency and disaster planning initiatives within the municipality. Local EMC credentialing requirements are established by PEMA Directive 2022-02, and the FEMA National Qualification System (NQS). More information about the roles, responsibilities, and authority of local EMCs can be found in PA Title 35

New Local Emergency Management Coordinator Appointments: 

All new Municipal Emergency Management Coordinator Appointments must go through the county to be sent for approval/ appointment from PEMA and the governor. For a new Municipal Emergency Management Coordinator Appointment, the following items must be completed: 

  1. Fill out the request for appointment of Municipal Emergency Management Coordinator Form. (Note: One form must be completed for each jurisdiction served. If the new local EMC is serving more than one municipality, each municipality form must be completed and signed for each municipality) 
  2. Request a Background Check from Pennsylvania State Police. The instructions can be found on the above form. (Only one background check is needed)
  3. Gather all appointment documents for the new local EMC (Municipal meeting minutes, appointments, Resolution, Ect.)
  4. Complete the New Local Emergency Management Coordinator Onboarding Request form and attach all above documents to form.
  5. A representative from the Emergency Management Division will contact you on the status of your request. All information collected will be sent to PEMA, the appointment should be completed within 2-5 weeks.
